Highland Park NECO Pass 2026
Welcome to the Highland Park Neighborhood EcoPass Program!
Started in 2007 by a handful of neighbors committed to public transit, this program now encompasses the entire neighborhood. Without their perseverance, we wouldn't be where we are today. Thank you to all who participate because the more who do, the longer we can continue to offer this program.
What is a NECO Pass and who can participate?
If you are an adult (ages 20+) that lives in Highland Park (renters, owners, home from college), you can sign up for a NECO Pass.
Youth (ages 19 and under) ride for free through RTD's Zero Fare for Youth program. For details, including what to show the driver, see RTD's website.
If you have moved out of the neighborhood, please let us know. Other Boulder neighborhoods that participate in the program can be found here.
The NECO Pass is good for one year of unlimited travel on all RTD local buses (Skip, Hop, Bound, Dash, Jump, 204, 205, 206, etc.), regional buses (to Denver, Golden, Longmont, Nederland/Eldora), airport buses (SkyRide), and light/commuter rail routes. Special services such as Access-a-Ride and SeniorRide are not included. Learn more about the NECO Pass from the City of Boulder and RTD.
You can also create (or continue to use) a MyRide account without a NECO Pass by logging in and loading your account with ticket funds or other pass tokens.
2026 NECO Pass Prices - Renewal deadline: January 31, 2026
Well, after a few years of post-COVID deep discounts....the party's over. RTD's usage-based pricing has caught up and our contract DOUBLED. We are able to continue (yay!) but are asking for increased contributions (see below).
$25 Occasional: You take a trip or two to the airport each year, plus maybe a few trips downtown.
$100 Frequent: You take a trip each week - a movie, a spin class or a weekly coffee date with friends.
$250 Hardcore Commuter: You know who you are. Get more work done on the bus & light rail than at your desk. A yearly pass purchased from RTD costs over $1000.
$10 fee for first-time participants is added to the cost of your pass. The $10 goes to the program, not RTD - your Neighborhood Coordinators have to push some paperwork for each new pass.
$0 Residents of 3465 Stanford Ct (subsidized by Boulder Housing Partners for the next 3 years)
If you participated in 2025 and are using the mobile app, please ignore the 2/1/30 expiration date. Our contract with RTD renews on an annual basis.
Ready to sign up or renew?
Before you start, please note:
Unique email address
Everyone has to have their own unique email address for a RTD MyRide account. Multiple people cannot use the same email address.
This unique email is used by us, RTD, and Cheddar Up to communicate with you. Please don’t forget to check that account, train the spam folder, and perhaps set an automatic forward to a more frequently used email.
Cheddar Up is the first step. Whether you are a first time signup or renewal, you have to go through the Cheddar Up process first.
For first timers, the second step is to set up your MyRide account immediately after completing Cheddar Up. MyRide directions can be found here.
Follow the relevant set of directions depending on if you want to: (a) use RTD’s MyRide mobile app (when all steps are correctly completed, we can issue the pass right away) or (b) use RTD’s physical smart card (you take an authorization form from us to a station that issues cards).
